Journalist David Rapp spent most of his 30-year Washington career at Congressional Quarterly, where he was editor and chief content officer. His new book, “Tinker to Evers to Chance: The Chicago Cubs and the Dawn of Modern America" (University of Chicago Press), is about the most famous double-play combination of its day who played for the once-invincible Chicago Cubs, who won four National League pennants and two World Series championships from 1906 to 1910. David lives with his wife, Lee Anne George, on Capitol Hill and is a longtime member of the Capitol Hill Chorale. $75
